All that work for Steve and it just does half of what other characters do.
I think if they at least give his Shiro properties back, more counter launches (cmon he is a counter type but he doesn’t even top his archetype), and a steroid of + frames (coz he is supposed to be a pressure character) even with subpar damage will be good enough.
