This guy definitely looks like a fun one to build. Doubling is already very powerful and what this guy doubles can have some very strong effects and warp the game interestingly. Definitely one I'm going to want to pick up soon. Though him being the fourth Sultai commander deck I build is going to make me feel like spend a little too much time in those colors. But there's just so many cool options in that color combination.
Yeah I felt like I had enough of the "deal damage draw effects" but the deathtouch is pretty spicy should have probably made the cut over one of the others.

Just let you know casting a copy.Could also include placing that copy under and as a cipher card.Meaning that you can make basically tokens of those spells , essentially recasting them as cypher's , just like the originals
Yeehaw baby! You mention about having haste, couldn't you run concordant crossroads as a way to give all your creatures haste for only 1 mana? Another card you could run is sea dasher octopus letting you draw 2 cards if you have Felix out, I think either of these cards would be better than call of the night wing.
Concordant crossroads gives ALL creatures haste including your opponents. Yes haste is very important for us but I don't want to unnecessarily speed my opponents by 3 turns too. Concordant crossroads is a card I reserve for decks that win the turn you play the concordant crossroads or you have some good pillowfort effects so giving others haste isn't as dangerous. This is neither of those situations so I really think its just too dangerous to use as a generic haste enabler. Sea dasher is pretty good but this deck has plenty of draw power already and doesn't really need a basically aura that gives us more draw i could also play curiosity or sixth sense or a bunch of other cards that do what sea dasher does but we have plenty of draw. Call of the nightwing may read very underwhelming but It puts in more work than you expect. Also Felix is like the only commander to really ABUSE the cipher mechanic so I wanted to push that as much as i could. You should give call a chance its better than you think and really cool if you can get the mercurial spelldancer or sword of wealth and power with it.

There are just too many of that effect to play them all and I wanted to prioritize cards that didn't fill the same spot on the curve as Felix himself.
