Sounds good but the meat looks grey not brown.. Try sauntering onions first set aside turn heat tomedium/high and add the meat and let the heat generate the maillard effect ie meat gets deep browning. Add some tomato paste cook for a minute or 2 then add sauteed onions in then the garlic. You will be astounded how much more depth and flavor you will get!!
My mom was raised dirt poor on a farm back in the first half of the 20th century so when she married my dad and had us kids, she knew how to stretch a dollar and fill our tummies. We ate a lot of meat and potatoes similar to that one! I know it's good and thanks for this wonderful layering idea. Yum!!!

Try adding some sliced mushrooms to it. Other than mushrooms, this is almost identical to my own dish.
