I actually did know about the cuckoo putting its eggs in other birds' nests, so based off of that I would have guessed that cuckooing a person meant forcing them to raise your children.
Depending on where their are in uk depends on how good the police is. Also ring your housing officer and put a word of concern or ASBO if you hear shouting. and keep pestering the police.
It's really strange that British police dismissed this, they are usually very good with responding to safeguarding issues. For the future: Council, GP and other healthcare professionals are obligated to keep an eye out on any safeguarding issues, so you can speak to any of them.
