Except in Cyberpunk univers it's Neo-Soviet Union where Perestroika went as planned - a confederation of semi-independent capitalist states, something like EU but with united army, where SovOil calling the shots by being basically a state within a state with it's own private army and tighter grip on the oil rich regions than Neo-Soviet government.
