Steel is great and last longer but has lower threat protection. Ceramic will stop stronger rounds but cannot take hit near same spot. It probably got hit in same spot which is why it did not stop the 4th round of 5.56. I love Steel but yes there is a place for ceramic. Plus if your being hit that many times then you might wanna rethink what you are doing.
