Kazahori probably didn't know this. Master utabori created two dragons design. First one given to shibusawa the complete dragon and the second one was given to kiryu the incomplete dragon.

There is no proof of that. Utabori signs every one of his tattoos, and Shibusawa haven't any sign in it, as long as I remember.
