Was just about to comment this, that’s not low C. And while it is true that not all tubas have the fourth valve, a lot of three valve tubas can play that by adjusting the third valve or ignoring fingering all together.

I have a four valve Eb compensating tuba, but when I go to play the low C, I use just 1 and 2. No fourth valve needed
same with trombone, but i suppose same argument about no extra valve-bass trombone bottom split covers it anyway
