If it was actual video they wouldn't statically pose like that. Also, in 1993 video looked terrible in PCs without a dedicated MPEG decoding card (yes, that was a thing!) and since they also planned to release a PC/Windows 3.1 version, it made sense to use still pictures instead of a really blocky extremely low bitrate video, which was all regular PCs without extra hardware could do back then.

Back in 2016 I wrote about this game as part of an article about projects that one-time members of the Gorgeous Ladies of Wrestling (GLOW) were apart of after said show had ended. Here's that portion of the article: One of the more interesting appearances away from GLOW came (once again) by Hollywood as she starred in an interactive video game called “Plumbers Don’t Wear Ties” in 1994, playing the role of Jane where the game player had to figure out the best selections to make in order for her to hook up with a plumber named John. The game was designed for the then popular 3DO game systems (1993-96) that would go by the wayside thanks to the CD-ROM format. The game eventually would have an almost cult-like following for basically being described by some as “The Worst Ever” and a “Giant Bomb” (based on being nationally distributed). It features background music that seemingly combines the Dragnet theme with 1980s instrumental punk rock. You’ll have to watch it on youtube to get the whole picture.
I think I might buy this just for the interviews with the cast and critics, when it comes to infamous "so-bad-it's-good" games I often find the critic analysis and interviews with devs to be the most interesting aspects.
There's nothing to it - they threw it together in a day or two to make a quick buck and nobody who was involved with it had ever really thought about it since. A bunch of internet people turned it into a thing that it never was and never was meant to be.
