For Penny, the only units from the top of my head that can use two orders in one turn, are Fenelle and the VSPO Lyrical one. Because, ever since Wilista got Ilumirays, she doesn’t play two order’s anymore. (I’ve also never played Loronerol, so I don’t know if she plays two orders or not.) But to my knowledge it’s only Fenelle and the VSPO one.

@@allen2reckless676 Well I’m not against flag getting a new form since his other grade 3 friends got one (Greedon and Gravidia) but I feel like it either has to be a masques to fit the theme of the other two or be a grade 4 to REALLY set itself apart from them
