Sir but according to my interpretation.. this law of giving first 15 days police custody is mentioned in sec 167 only
Sec 167(2) is read with proviso (a) which says " the magistrate may authorise the detention of the accused person, otherwise than in the custody of the police, beyond the period of 15 days..."
If we gave literal interpretation of this line it gives a magistrate a discretion to authorise accused in custody beyond 15 days but otherwise than in police custody creates a exception here and said that police custody not to be included in such custody of beyond 15 days and magistrate beyond 15 days gave only judicial custody.
If otherwise than in police custody not included in this proviso then such proviso applicable on all forms of custody including police too .. but by adding such line it makes it specific that former part of proviso is applicable to police custody and later to other types of custody (excluding police)
Which ultimately means that first 15 days only magistrate has jurisdiction to grant him police custody and beyond 15 days any other type of custody.

Sir, how can we conclude that the 15 days period is of Police custody, because the terms "otherwise than in police custody" has been deleted from sub section 3. So can't we say that the magistrate can allow PC for entire 60/90 days?

There is a conflict between sub section 2 and 3 as sub section 2 provides that maximum time for PC is 15 days but sub section 3 provides that it can be beyond 15 days and in that subsection there is not where written that they are talking about JC .
Even sub section 3 is not a non obstante clause , which make this all vague
