This is an old blues tune about the blues/Jazz scene in Dallas, TX. There were a bunch of blues clubs on Elm street. Due to the accents of many of the African American musicians, they pronounced Elm as Ellum, and the area became known as Deep Ellum.
For the record, the correct spelling is Deep Elem. Check out the acoustic set from DP8 (Harpur College, 5-2-70) for the BEST version. There's also a weird 1963 version of Jerry doing this song on banjo with his first wife Sara, on TH-cam.

It was originally recorded by the Lone Star Cowboys 1935 on Bluebird records a subsidiary of RCA. There is even a bootleg recording a Bob Dylan in his early years. He was influenced by Jerry Lee Lewis's version
