It's rather unclear to me from the video whether the first part of that question was about a missile launcher (weapon) or a missile launch (vehicle mission), but the former can actually be surprisingly interesting.
Heavy ordnance like that may seem like a super illegal thing to own, but due to the arbitrary technicalities of firearm laws, it might be entirely plausible for an average person to have a shoulder-fired launcher on display on a shelf, or a howitzer in their backyard (especially if it's been deactivated), and it's individual rounds of ammunition that would be legally scrutinized. Supply would still likely drive the prices up, especially if you're looking for a historical item in good condition, but as far as heavy weapons go, missile launchers specifically are (intrinsically) fairly cheap, since the missile itself is the real sophisticated weapon and the launcher is just a launch platform with some electronics to facilitate the deployment of that missile.

They're literally a comedy movie duo. Doug is the chaotic idiot who, while having some awareness on the comedy of the situations he puts himself in he's still a character and thus his idiocy becomes his demise and Parkzer is the straight man who, while not having the most awareness on the comedy of the situations Doug puts the both of them in, being more dry and taking more things at face value, his analytical nature gives him foresight that ends up saving both of them.

What exactly is going on with Parkzer? No matter what, he sounds like a professional. Icam pretty sure you could throw him out of a plane without a parachute and instead of screaming in fear and cursing you, he will cite the paragraph which defines the time you have to serve in jail for that.
