Don't just be doing it because it's something you were told to do, don't be sloppy in its execution, or don't think that you can accept failures just because they are done in the service of your ultimate goal. I think it's a warning against doing the minimum when given orders, like piling everything in your closet and under your bed when told to clean your room versus actually organizing things so they fit correctly into place and you have the freedom to go get after it vs. spending time looking for 5 things in a pile.
I have a theory with the "never over look failure to carry one out" line... perhaps when carrying out an order on the battle field, to never over shoot, over estimate, over look, the possibility of failure. This attitude adds a little humility along with the confidence of carrying out an order. A quiet strength. This frame of mind perhaps can allow you to make more sound of a judgement when executing the operation... thanks Jocko for your courageousness and discipline that you so victoriously display. I'm just a young student in chiropractic school now but your talks have instilled determination in me to attack each and every day! I read it as more of a "risk/reward" type of statement with regards to planning a mission or objective and don't take on something with certain failure.
I like jocko's theory of "leadership capital." Perhaps echo can make a short vid of that particular excerpt? I think that is a great piece for leaders to be able to bookmark and reference from time to time.

Granted, there may be a very good reason why an order should not be followed, but such nuance can't be conveyed in very short form.
