Luigi Course- An extremely early version of Waluigi Pinball that looks more like daytime with a cheese platform and no pinballs. Dokan Course- A possible early version of Figure 8 Circuit. Really, it’s for testing the race. Also, falling of the track breaks the game. Donkey Course- An early version of DK Pass. The snow is checkered green textures and the season is summer instead of winter. You can drive anywhere in the track. Wario Course- An early version of Wario Stadium duplicated. Objects are missing and the item boxes are only at the start. The replay camera is different than in the Kiosk Demo and it’s possible for other used courses to have replay cameras as different as in this track. Nokonoko Course- Translates to Koopa Troopa is a possible early version of Cheep Cheep Beach. The track is similar to N64 Koopa Troopa Beach but is incomplete. GCN Mario Circuit- A scrapped retro track in Mario Kart DS. Later used in Mario Kart Wii. This is the only unused course to have an intro camera which is possible for other courses to have intro cameras like this. This course is incomplete due to no objects or enemies. Test Circle- A test course for handling or drifting statistics. This is the only course that has one lap instead of 5 like GCN Baby Park.

Looks like Mario Kart CW Tri and Mario Kart DS Pre-Alpha Replicate are downloadable packages that contain some of these levels? And as mentioned in the comments we can get some levels individually like Mario Kart DS test course 1
I would use the kiosk demos debug menu for playing most of these: annoyingly since the making of that video and now a rom hack that enables a basic menu was made, I had to do the menuing blind wiki.dshack.org/Wiki.jsp?page=Mario%20Kart%20DS%20Kiosk%20Visible%20Debug%20Menu
I used the kiosk demo version of MKDS with some stuff like AR codes to load the unused tracks (bar the test1 course with checkers, I don't remember). DS seems to have gone through a lot of changes. I hope we can get some beta ROMs that aren't the kiosk demo someday

Fun fact: test1_course is actually completable, I believe it used the same checkpoints as rainbow road
