Min did not want the relationship between the two Koreas to improve.
He thought that the tension between the two Koreas should be maintained so that his position and organization could survive.
So he ordered Kim Doo-sik to kill North Korea's No.1 before the inter-Korean summit and tried to pass the responsibility on to him.
However, the media reported that North Korea's No.1 died of myocardial infarction, not murder, and Min ordered other department heads to arrest him immediately because he was afraid that the mission he ordered would be revealed.
The reason for all the confusion is partly due to the confusing editing and the absolutely atrocious subtitles.
Director Min feared that if he sends Doosik on a mission to N.Korea where he might have to do some things that might go against his conscience (evidenced by the failure of Operation Seagull because of his "humansm'), Doosik might actually not return and go into hiding this time.
Since Doosik doesn't have any family and has no reason to return, Director Min wanted to set him up with a lover and create a leverage.
Director Min has been furious with the new president and his administration for reaching out to North Korea to open up a new diplomatic dialogue.
Director Min doesn't like this softie approach, and acts on his own to send his black ops agent to assassinate the N.Korean leader days before the North-South summit was to take place.
But what was supposed to be an assassination to spark new hostilities somehow turned into a death by heart attack, and Doosik was nowhere to be seen to explain what happened.
So, why didn't you guys get this? Because of the horrible subtitles. The sub refers to the new president as "the new guy" lol. And also whenever Director Min goes on a rant about the new administration's soft-handed approach to North Korea, the subtitle just glosses over it as if he's just complaining about scheduling or something. Absolutely horrendous translations.

I mean he literally said "나는 블랙" which translated to "I'm black" but it's just not in that context. The subtitles wasn't wrong but more like ppl didn't get what black mean in this context
If you look back on all the episodes so far, Min has always had an issue with North Korea and he's hated any attempt towards unification between North and South Korea. He makes comments in almost all of his scenes that indicate that.
In some of the upcoming episodes you'll see he and Kim Doo Sik don't have the best relationship. He is not sure he can trust him to do what he wants and not flee. Doo Sik has a lot of information on Director Min. He's not sure if push comes to shove Doo Sik would turn on him. Based on that mission where both he and Mi Hyun were on where they let the informants go, he realized they were the same type of person. He took a chance putting them together. He wanted them both to fall in love with each other. It ties Doo Sik to the agency and to South Korea. If he loves Mi Hyun he wouldn't want to leave her behind. On the other hand, Mi Hyun can't leave with Doo Sik if he decided to run cause she has to take care of her father, so she's also tied to the agency.
All around it was a good plan. Doo Sik eventually came back, and they both got caught.

..Min gave Doosik a mission to kill the North Korean leader, but Min was disappointed that the news came out that the causw of death ia due to health issues and not an assassination.. that is why Min is veey angry and he wants to know what happened but Doosik is MIA.

How could someone get it this wrong?
I've seen many American react to this story and you would not believe how they miss so many stuff. There is one reactor in particular who only ooh and aah and not understanding anything
I understand that some of the subtitles is not that good.
Like for example, when Mihyun said we are agents and Doosik replies but we are also human but it translated differently and many others like this, the story itself, if you think about it and really watch it as an enjoyment and not like a job, you would not miss that much
The most ridiculous thing some reactors said is that Mr Min wanted those two to fall in love so they could breed. Where did he say that? If anyone was paying attention, it is very obvious from the get go, that Min wanted Mihyun to become Doosik home. Someone that he should come back to.
Compared to American dramas, which usually lack any details and foreshadowing and usually just smack details on your face, most dramas, like Japanese and Koreans usually trust their audience to connect the dots.
Maybe, that is why so many of them seems so lost and confused like sheep.
Why would they paused the video so many time and talk so much? I know maybe because of copyright. But from the other reaction channels, they dont have these problems lol

At least they pause to talk not talk over it. It's good that they give time to pierce things and solve together because the guy on the right kinda miss things and dont understand the storyline. That also show at what details they dont understand so the viewers can explain them
