It takes a special kind of creepy to get Niko to say, "You're making me uncomfortable."
Like he's not the guy to be uncomfortable
Let that sink in.
Niko is war's veteran, he's seen a lot of people becoming literal monsters because they had no other choice. Either that or they've been brutally murdered, mutilated, raped, ect. Women, children, it didn't even matter.
And now he meets a guy who seemingly lives a normal life in a (not really though, but still better than what Ugoslavian countries had during the war) total safety yet he does the same things these monsters did during the war - he kills, mutilates and rapes innocent people. Men, women, children - it doesn't matter for him either. Why? Because he wants to, that's why. Because he haven't himself seen literal horror yet he chooses to turn people's lives into one.
I think Niko isn't the type to get really super sentimental about this kind of stuff already, that's why he doesn't rush to kill Eddie as soon as it becomes clear this guy is a serial killer. Niko himself does horrible stuff for money, so that's why I don't think he even feels he could've been a crime-fighting hero. That's also why he's rather sarcastical about Eddie.
But Eddie's comment about raping and killing, what I presume, children or teenagers, still make him disturbed - maybe some kind of war flashbacks appearing in his head, I dunno.
You can say that again, Niko learned about being tough much in the war on his past yet that line makes an irony to his toughness.

I played that final Eddie mission many times. My favorite Eddie kill was when I let his chase Niko a couple blocks and he got hit by a car. That was hilarious
internet drone Killing Faustin was a mistake, Dimitri made Niko do that to make Niko look bad and betray him. Dimitri and Pegorino are the most satisfying kills. Darko should've been spared, sometimes you have to leave the hatred and past behind.
Dimitri would be his most satisfying kill if chosen the deal ending.
Interesting that in RDR2, the serial killer was named Edmund Lowry. Definitely a call back to Eddie Low. Gotta love Rockstar.

Eddie's final cutscene is the only moment in the game where we can see Niko genuinely scared.
And that says something.
Yet he still stands his ground, and kills him.

Eddie’s dialogue probably made Niko think of how he saw plenty of dead people in Yugoslavia during the war, Niko described the ways they were killed.

Eddie pulls a knife out from behind his shirt, little did Eddie know that in Niko's jacket is: a baseball bat, pistol, submachine gun, shotgun, assault rifle, a dozen molotov cocktails and a bazooka with at least two dozen ammunition boxes full of bullets and rockets. It's safe to say, Eddie didn't stand a chance even with a pre-emptive attack
Huge props to the voice actor for Eddie. A lot of talented people made GTA IV the masterpiece it is.

When I was doing this mission, when the fight happened, when he striked me, the cops saw it and started to take him down while i just walked away. It was actually pretty funny, since the cops did the work for me.

As someone who's known people like like this, obviously not serial killers (I hope not at least lol) but just generally unhinged folks in general through my line of work and family life, Eddie feels too realistic, his just mannerisms, the way he twitches, how he seems to switch topics on a whim, how he'll randomly speak on some horrific tragedy in his life, and his general clingliness, it's pretty realistic to how very mentally ill people act, at least in my experience. He's obviously a little bit exaggerated, but a lot of his character is close to reality

i met one guy that is very much like eddie low on a university campus in the discussion room. he starts to talk to me and the conversation really got weird. he bang his head on the wall, imagining about ripping someone’s eyeballs off. many other weird stuffs that i am not comfortable enough telling.
after done my session, i wanted to leave to my dorm room, but he insisted on following me to my room. i am in a 2 people dorm room, and i am not comfortable enough to let him knowing my room. so i just lose out of his sight, and go back to my room.
a few days later i went back to the discussion room, there he is. after asking around, he is known as ‘discussion room psychotic guy’. many other of his victims even let him in their room, and he sit on their bed/chair silently staring without doing anything. one victim even fell asleep and after waking up of 1 hour sleep, there he was, staring blankly into nothing. the victim shushed him out of the room but he’s stubborn and the victim forcefully kicked him out.
He may seem like a normal guy at first, as he showed me that he had good relationships with lecturers as they contact on a regular basis. BUT HE IS NOT! THE GUY IS BATSHIT INSANE. DO NOT BE EASILY FOOLED!!!!!
I learned a lot from this “encounter”. The thing you saw in game may seem ridiculous at times, but it could happen in real life. I learned not to be too friendly with anyone I meet, and avoid them at all costs if they ever raise any red flags in my book. The mistake that I made is being ‘too friendly’ with new people that I made recently without knowing their background or story.
The crazy thing is that type of people like EDDIE LOW may seem friendly and easy to get know to, and we must not initiate in any more conversations only simple introduction is enough with them or THEY WOULD TAKE AN INTEREST IN YOU. AND WHEN THEY DO, YOU ARE IN THEIR TARGET. That’s the mistake that I made, and that’s the mistake that Niko made.
I remember being on edge for 2 weeks because of him. Typing this made me remember. Damn, may I and all of you would never had to experience this type of stuff anymore. I learned to be more careful next time.

Eddie Low was such a wasted character. He had so much backstory and potential but instead the writers decided to make him a Random Encounter character. A pity, he should’ve had a bigger role than that.
Eddie Low is nothing compared to the powerhouse criminals of Liberty City like Dimitri Rascalov and Jon Gravelli.
If he were to be included in a bigger role story wise the game would have just deviated into horror. Then again it would have probably fit well with Niko's character considering he's seen the worst of humanity. Can't say the same for the GTA 5 protagonists they're amateurs compared to Niko

I think he fits better as a random encounter character, a piece of fucked up lore and i don't think he'd work with the main story. I think the writers did good there.

In my case, I never spared that psychopath, serial killer. Because unlike Ivan who was betrayed by Vlad, or Chirese who was just a cheating but harmless girl, Eddie make Niko look like a saint, and killing would make Niko look like an unknown hero of Liberty City.

ALERT i have just found (litterally a few minutes ago) EDDIE LOW IS IN GTA V!! Well not for say.. But a refrence! I was riding round as trevor in a sand rail, and i got one of those random radio transmissions and a guy says "Hey its eddie low reporting for duty!" and the guy on the other end says, "Hey aint you a serial killer or something?" and they start arguing with a security guard about how he has the same name!!

When i first did the first encounter, i was confused at what was in the bag that he had to throw in the water, i thought he was a drug addict at first, his dialogues were really creepy tho, then i randomly went to the internet cafe to check my emails (i think i wanted new ringtones for my phone) and saw the news report and was completely creeped out.
9:02 if Niko, an experienced war veteran who has dealt with all sorts of trauma and has shown almost no fear with whatever comes his way, gets scared of you, you must be terrifying.

Its always odd to me that despite how utterly psychotic and mentally deranged Eddie is, he still has the empathy to understand Niko in an eerily observant way. Eddie knows people very well, and deduces that Niko being so secretive about his life and what he does for a living means that he's actually living a very tough life. Most people don't care or pay mind to Niko's cryptic responses, either responding with indifference, arrogance, or annoyance. Instead, Eddie gives a sympathetic and bluntly observational response.
"That's cryptic. Things must be difficult for you." Honestly, I feel like Eddie Low really captures that strange, intangible aspect that mentally disturbed people have. That touch of brilliant insight that nobody else can discern.

to those who now just realized that minor reference to Florida, think of it like that billboard in GTA 3 that still says See you in Miami on it. Its still the same continuity, just rebranded later on to avoid possibly copyright or whatever has to do with the government officials of the place they working on to model the city.
And just like 4 pretty much (on tv in-game ads) has SA era Los Santos in it, before making V, so its just minor oversight. Florida or whatever is retconned into Leonida later on
