The way I saw it, her father's voice gave her the strength to break free from the restraint she was under, but her mother's voice was the one that was guiding her as she was running across the spectral plane to the exit and her mother's arms.
She also only responded when he threatened to spank her. This came after Tangina established that he was more strict and that she was more afraid of him. His threat got through to her and opened the door to rescue her.
…now…hold onto yourselves. There’s one more thing. A terrible presence is in there with her. So much rage, so much betrayal, I’ve never sensed anything like it. I don’t know what hovers over this house, but it was strong enough to punch a hole into this world and take your daughter away from you. It keeps Carol Ann very close to it, and away from the spectral light. It lies to her, it tells her things only a child can understand. It has been using her to restrain the others. To her, it is just another child. To us, it is the beast. Now let’s go get your daughter. Golden.

It's so interesting how she responded only to her father's voice to break free but wanted her mother to run to. Amazing. Tangina is so great. This is kinda like the sixth sense where these deceased souls dont know they are dead & cling to carolanne bc they want to still be alive. The next part tangina explains that the beast uses her to keep them from going to the light. When she says it says things & seems like a child to her but is the devil that is so terrifying. Using her innocence for it's most evil agenda. The acting is brilliant from Williams & nelson. Tangina coming into the film was so great. Spielberg must have directed the best parts. Like these. I wonder why he didnt just fully direct it instead if giving Hooper the credit.
