Note: I am thinking I misunderstood the fire res mastery change by misinterpreting "uncapped fire resistance." If it's true that this just means "whatever fire res you have ignoring caps" (so you could get up to like 160) then this is.....at least usable? May not be good, but its not an active detriment anyways.
It’s 1 flat life regen per 1 resistance over the 75 cap. The number in parenthesis is your uncapped resistance. Where this is really good is for Chieftains that get a large chunk of fire resistance from their tree. Also very good for Righteous Fire builds that need that flat life regen to get started. But generally you always want some amount over 75% as a cushion against map mods that lower your total resistance.
