So follow all the instructions up til turn key on then off and the door will lock and unlock by itself entering program mode when that happens simply press and hold "ONLY THE LOCK BUTTON" it should lock. Then shut the door and press the the lock button again confirming it works.

What happens is by the second time doing the 5 cycle of lock/unlock the locking mechanism starts to slow down and doesn't fully lock by the 3rd cycle? Would that have to do with battery or something else altogether?

Idk if anyone had this issue, but this guide didn't work for me. It was close but not quite. After you do the 5 cycles close open 5 cycles then key in, on off out, you press the 2 buttons then CLOSE AND OPEN THE DOOR, then hold the lock button for a second. IF YOU DO NOT CLOSE THEN OPEN THE DOOR FIRST IT WILL NOT WORK. I found a written guide elsewhere, that worked perfectly first time.

The vehicle may already have the maximum number of fobs programmed. The procedure to erase all previous remotes instead of just to add is the same in the video with one one small difference. If you look at the steps in the description box of the video - you need to do Step 4. C. twice. So, you turn the ignition from on to off two times instead of once, everything else is done the same. Doing this will erase all old remotes once a new one is programmed.
I have 2001 ES300 with 2 OEM remotes. 1 programmed fine. the second one looks likes it programmed, but instead of 1 lock/unlock cycle I get 2 lock & unlock when I try to program it. When I close the door to test that remote does not work. the key works fine otherwise starting & manually opening the doors
The vehicle cycling twice indicates the programming failed. This could happen for a variety of reasons, there could be too many remotes already programmed to the vehicle or there may be an issue with the remote itself.
I do not have the original key fob. Will this work with an after market fob? Does it have to be a specific aftermarket fob? thanks! Btw! Its a 1998 V6 Camry...

I dont have a key fob but alarm goes off until I put key in hole and turn how can I stop it from doing this even when I open hood did this ??

From the information that I can find it looks like there is no onboard procedure for a 99 LS400 remote-head key.

if the vehicle is going into programing mode but the key fob is not responding then yes there may be an issue with the key fob or key fob battery

Programming a fob should have no effect on the vehicle starting - you may have deeper issues with the vehicle

try just manually doing the cycles of 5 - using your hand on the actual door lock indicator on the drivers door
Mines did the same thing .. I think it’s the car, I just did the drivers door manually and it worked
