It starts some times like that but not all the time ! I have replaced the Starter Motor with a new one because the Solenoid on the Starter Motor is not working anymore ! Still , your idea is NOT foolproof ! Had the Starter Relay checked by an Auto Electrician , nothing wrong with it ! Could it be that the Electrical arrangement at the bottom of the Ignition Switch Housing is faulty at the point when turning the Key fully , (all the ignition lights are on at the Dashboard but the initial turn will NOT start the Motor !

in the battery section next to the other fuses...it has a black rubber over the relay...
