It's going to be real tough to get results without ANY direct dials. But many of these softwares have free trials so you can get yourself the best numbers for the best prospects and recycle that list.

You say „Excuse me, who is this again?“ „are you responsible for the production?“ (you most likely receive a no) then you point out you got the wrong number and ask who‘s the right one responsible for the area you‘re looking for. They most likely want to help you and after that you can dial that person WITH an hot referral from the priors call. „Hey Andy, it’s Nick. I just spoke with Martin who told me you‘re the right person for my subject.“ and then you‘re starting your pitch.

The best I can come up with is “hr managers frequently pull their hair out when employees come to them with complaints about their benefit package or don’t truly understand the value of the benefits even though they put in all this time and resources into building it out”. Any recommendations?

Can’t be sure about your differentiators but something like this “A lot of HR leaders at growing orgs are frustrated by the fact their employee benefits require so much of their involvement.
