Depends how much watts your power adapter has and how thick your cpu cooler is. If it is a pre-built PC there is probably enough reserves to add the CPU, which uses 95W instead of your current CPU which has 65W. If its the normal small intel cooler you can swap the CPUs without any Problems.

As long you use low profile graphic card
1050ti low profile should be good
If you want a cheap and decent gpu, i would recommend AMD Radeon R5..but if you have more budget, GtX1650 should work fine

upgraded e8400 succesfully to q9500. The bios of my motherboard is enough for the q9500.
