All tactic cards from both decks (7 each) are avaliable to the players from the beginning of the game (rebels and empire have their own version of each deck), and each player chooses one of those to play before each round of combat. The card is then discarded so you get fewer and fewer options until the last card is played, after which you get all the other ones back. This will take multiple combats so it's a strategic choice to select which card to play, and not just a tactical one.
His explanation for tactic cards at 6 minutes in is per the base game rules. What you are describing are the expansion rules for the new tactic cards that replace the old ones, which he explains at 13:48

At about 15 minutes, it is stated that the structures survive another round so long as the controlling player rolled at least one die during the previous round. Does this mean that structure will be destroyed in the next round unless more ground units are deployed there?
That means each round you roll a die, Structures don't destroy. This rule was made to allow the Golan Arms turret to fight, even if other rebel units aren't present.
3:37 For the purposes of missions, both the hit and direct hit symbols represent 1 success. Lightsabers represent 2 successes.
That was probably the most clear concise rules video for rebellion. Now I can play.

It is! My favorite board game for sure though it takes 3-4 hours easy which removes a large portion of people who’d typically want to play it.
Played it for the first time with my wife yesterday, we loved it!!
She wants us to play it at least once a week!
Is one person always the Empire while the other always the Rebels, or do you switch back and forth each week?

This game has been out of stock in Canadian stores since April. FFG doesn't seem to be reprinting games, or very slow.
