I dunno. There are plenty of TNG episodes that are mostly planet-based with little involvement of the ship. S3's The Ensigns of Command is one example off the top of my head.
This is a good episode, I think this episode falls into the great concept, great build up, great execution, oh wait we cannot make this into a 2 part episode quick find a resolution, episode ends. Which Star Trek is known for.

Wouldn’t work as an TNG episode with a starship. Needed to have isolated crews and small shuttles/runabouts.

Completely agree, it's all a bit sudden, isn't it? Almost like they were like "shit we're out of time, better wrap this one up!"
I find the leader of the colony so annoying I always skip this on rewatches.
