About your garlic, it may have helped if after ground is frozen you cover the planted garlic. We use salt marsh hay because we won’t get weeds. But you can use chopped leaves or loose grass clippings. Hay will give weeds so don’t use that. Works like a charm in New England. Then in the spring remove the cover and use it in the compost. I love to plant leeks in the spring. Maybe use that space for leeks and replace t the area with garlic in the fall.
