No their not. Dark Troopers, Terror Troopers, Purge Troopers, and Emperors Hands that are the most feared. If you count enemies fearing Imperial units, you can also count Storm Commandos, and possibly NAVY Commandos.
While the troopers you listed were indeed greatly feared by the Rebels and other enemies of the Empire, the ISB was feared by almost everyone outside of Palpatine, Vader, and those within the organization itself.
I think you're taking the stance of what's most feared in the battlefield though. This is not what the video is focusing on. It's focusing on the most feared, not the most fearsome.

The ISB are everywhere, all the time, and always listening. (Or at least that’s what they’d have you believe.) If you step out of line, slip up, have doubts, etc. the ISB will find out, they will come for you, and they will torture you until you spill all your secrets. Nobody is safe from them, not even fellow imperials. Everyone knows about them, everyone has a reason to fear them, and nobody wants them to notice them. That is why they are feared.
Emperor's Hand is unofficial. Purge and Dark Troopers were robots. Terror Troopers were a side project. Storm Commandos were just special forces. NAVY commandos were just the naval forces' specops.
Ya know. The funny part I found about the Thrawn novel, was that it felt like it was written before Disney bought Lucasfilm. As if that was the original origin of Thrawn in the empire that Timothy Zahn wanted to write ages ago. It felt like the original expanded universe. Yularen is close friends with the ISB , Thrawn still commands the Chimaera, and The Chiss Ascendancy is the same.

I have been thinking about the clone and droid armies. It always interested me that the clone army was a slave army filded with brainwashed boy soldiers but i think the droid army also is a slave army because we see in legends and canon that there are B1 battle droid that are very aware of their situation as tools of war. The best example is the lone battle droid that ran away from battle after it was damaged and decided that it was beter to run out of power then to return to his post.
All droids in Star Wars seem to have some limited form of sentience. In Legends, it's stated that, in some world's like Naboo, droids had full legal rights as organics.

All droids in Star Wars seem to have some limited form of sentience. In Legends, it's stated that, in some world's like Naboo, droids had full legal rights as organics.

Sadly, the ISB was largely underused in Legends. Outside of WEG material, it was barely featured save for a few novels here and there, which could have made for great stories. "The Lives of Others" with a Star Wars twist....
