In WH40K, servitors are either made from criminals, which were on the death row anyway, or have vat-grown organic components (allows more control over the process, resulting in lesser amount of potential problems, which pleases Omnissiah). Turning people into servitors without legal reasons will quickly give you ire of non-heretical Mechanicus, Ministorum, Ecclesiarchy and, if you go too much, Inquisition too.

lul....i was just watching a vid comparing multiple universe such as star wars, halo, 40k and stuff. What Evazan did (kidnap people and turn them into mindless slave) is standard practice of producing servitors in 40k universe.
