We are so anxious now that the new MM2H requirements have been announced. As retirees who have bought an apartment in Penang and living here all year round we thought that Malaysia was perfect for us. We have been here three very happy years and have been so welcomed by the friendly locals. Now, we are wondering what to do as this is our home - we love Malaysia. Very sad, very distressing situation. So maybe the S-MM2H could be the answer. Thank you so much for this thorough information. 🌹

Thanks so much for the info! I was planning on MM2H to relocate to Penang in late 2022 and was disappointed when they suspended the program. The Sarawak MM2H program works better for me as I will meet the age 50+ requirements with my US social security/pension income. I hope they don't change that program before I apply and/or the new national MM2H requirements are similar. Keep sharing the great content on this subject and on living in Malaysia in general!!
Just let me tell you that you are not alone in this situation Linda. I'm French, 62, just retired, and I would love to retire in Malaysia in 2022. Just like you I hope the Sarawak government won't change the rules or I will have to turn to greener pastures such as the Philippines!
Very helpful video. My wife and I plan to retire in the next 3 years and really liked Malaysia when we visited on holiday multiple times while living in China for 5 years. It is a beautiful and exciting country with friendly people that are accepting of foreigners...and don't get me started about the food!!!

Absolutely! You should know though that because Malaysia is experiencing a tremendous covid spike it is likely that this visa won't be feasible for applicants outside the country for quite awhile...probably not until 2022
@@FirewalkingJourney we arrived in 2013 with permanent residency, stayed till Apr.2019, then went wandering for 1 1/2 years. We were in Vietnam when Covid hit and decided to come back to wait it out. We love it here but the world is big and life is short.

The new federal mm2h changes will be reviewed by the home minister after loads of complaints from the existing holders. Even the Sultan of Johor asked the government to review the new conditions. Hope there will be good news really soon
I'm not too enthralled by his statements. He mainly gave the same reasons for imposing the new regulations while saying he'd review them. If anything it sounds as if he might temporarily suspend the changes for renewals that have bought property. But it certainly won't mean changes to the new regs for new applicants. So it effectively kills the program. No wealthy people will apply under those terms. It also sounds as if that those trapped outside the country might be dropped 7000 current visa holders. It was the Home Ministry that has prevented them from returning...under the outdated 25 countries ban.
@@kippsguitar6539 from my understanding it should be open for applications right now. The trouble is that foreigners are not allowed entry to Malaysia at the moment so you'd really have to be there already to be able to apply. Otherwise you can prepare your application and then as soon as borders open you can travel there to apply

@@kippsguitar6539 unfortunately I do not know. It really is a tough thing to guess about, but Malaysia has been quite strict so probably later rather than sooner. Perhaps they will make accommodations for those with the vaccine, but I really cannot predict.
I was well aware of the federal program, however, completely unaware that states have their own programs. This video may have just changed my life, for the better. You have a new subscriber. Malaysia is one country I found myself visiting repeatedly, often even 2-3 times a year. I always felt it was welcoming to tourists and expats, enjoyed the kindness of everyday locals, excellent cuisine, etc etc... I had a very positive opinion until the pandemic. Quite disappointed with how cold it is being towards majority of expats. Tourists are out of the question at this point. Quite unfortunately, the trust is gone. I worry S-MM2H program could also quite unexpectedly make such changes as the federal program. Your post has excellent details. I'm sure it'll be useful to many though. But I still can't help but wonder.... when Malaysia will open? As it's moving towards 2 years since it's closure. Will it be closed into 2022 too, while most of the world have started opening up and readjusting Sorry that it comes through a bit negative)) It's just that when you have high expectations and when the govt acted like this - it is hard to not be disappointed...))
Great questions and hard to say with certainty. A lot is opening up in Malaysia now though, due to high vaccination rates. Sarawak has opened its borders pretty much fully to the rest of Malaysia, and Malaysia itself is loosening its restrictions on residents leaving and returning. Hopeful signs but as we have seen sometimes things can swing back the other way in a hurry
Sarawak has autonomy in immigration and that is why, it could have its own separated program. When it comes to Sarawak, it doesn't really follow the federal in some cases.

Depends on where you are looking and what exactly you need. But my best guess based on sort of a combination of keeping most US comforts but accepting the Malaysian version of certain lifestyle needs when it's far more practical...I'd say you should be able to live comfortably on a budget of $2k-2.5k. (Building in a buffer for healthcare and so forth) I'd suggest you join some expat groups on facebook for specific areas to get a really good idea of the budget that would work for you.
Is your agent helping you with the federal MM2H application? They may not be authorized for the sarawak program so there's no incentive for them to tell you about it. It is worth exploring as it might be a good alternative for you. Good luck!
You have to be in Sarawak to apply (for the medical checkup, bank accounts, etc), but you certainly do not have to live there. As I stated in the video, they recently added a new guideline that you must spend 15 days a year in Sarawak if you wish to extend/renew the visa past 5 years.
Note that the information in this video is out of date as of today. 2 days ago the Malaysian government completely changed requirements for example you need to show that you have $10,000 monthly income, you need to put $235,000 in a local bank in malaysia, you need to show you have hundreds of thousands of dollars tucked away in your bank accounts in your home country. Pretty much this program is dead.
Hi James, thanks for your comment. Please rewatch the video again as I fear you've missed all the important aspects. I say in the video that the federal MM2H was suspended at the time and there was some fear that there could be significant changes when it returns. This has indeed come to fruition. Which makes the rest of the video, which is about the sarawak program, all the more significant as it is now light years better than the revamped federal program. Just cross your fingers the sarawak program isn't forced to change.
Beware all. Mainland Malaysia has changed the MM2H rules and is now available to rich folk. Sarawak provides a great alternative given that it has NOT changed these rules.
Unfortunately Sarawak has indeed recently changed its rules. I have a new video out about it (well, it's posting in a few hours). Of course this is not a good thing, however, the good news is that even after the Sarawak changes, it's still a bit easier (in some ways) than the original federal program was.
I did notice one new 'enhancement' to S-MM2H... a requirement for a LARGE refundable security deposit... "The imposition of Security/Personal Bonds to act as a refundable security deposit in case of any breach or non-compliance to the Immigration Ordinance or Regulations or when unexpected incidents happen to S-MM2H participants and can be used for the cost of deportation if necessary. To benefit the Sarawak economy, the Fixed Deposit amount has been increased from RM100,000 to RM150,000 for individuals and from RM150,000 to RM300,000 for couples." - I'm guessing that amount would need to be sent to the Sarawak government? RM300,000 deposit does seem high.
Can you share where you are finding this information? It is true that the S-MM2H is requiring a security bond to cover the cost of deportation, but they do not specify the amount. In the past iteration of the S-MM2H that bond amount was in the range of $1-2kUSD. As for the fixed deposit of RM150k-300k, as I explained in the video that is something else and is one of the two pathways to qualification.

I just took a look at the slide and that's how it reads to me...that there is a security bond, and also that they increased the fixed deposit requirement amount....which they did do...prior to Sept 2020 it was lower. So I think it is safe to assume that the security bond will still be in the $1-2k range for deportation costs, and the fixed deposit is the separate qualification pathway we were just discussing.

Do I understand correctly that we would not need to do the yearly two-week trip to Sarawak if we only intend to use the SM2H visa up to five years only? and, 2. If you do, please let them know I sent you. 1) Now that being said, yes, I have been told very clearly that the initial visa is issued for 5 years and the 15-day requirement is for extending and renewing that initial 5 years. 2) Yes, there is only one applicant and then the rest are considered dependents. I read this in an article. If I don't know any Malaysian citizen, how do I overcome this requirement? "....Take note, all applicants for the MM2H Sarawak must be sponsored by a Malaysian citizen from Sarawak or a Sarawak permanent resident. You cannot apply through an MM2H agent..."
Hi Andy, thanks for your comment! Perhaps the article you are reading is an older one? Beginning September of 2020 licensed agents are officially part of the Sarawak MM2H and are allowed to be the sponsor for an applicant.

One more additional and VERY IMPORTANT POINT...it is virtually impossible for anyone on either Sarawak MM2H or MM2H to WORK in Malaysia/Sarawak. You can work abroad, and many people do business through/with outside companies on line...but if the salary source is Malaysian one can forget about these visas. You need an employment Visa. So no teaching English on the sly, running a guest house or private tour agency. An unpaid volunteer gig or crafts export biz might be possible. Just keep the bank account abroad and don't sell in Malaysia though. Pensions and foreign income/assets are not taxed in Malaysia, nor is interest in bank accounts.
Also you may have to be a bit more downtrodden on your MM2H video....given the recent gov't decision to shift the program to Immigration awayfryom tourism. Some of the changes: 1) Mandatory 3 months in Malaysia. 2) Proof of RM1.5 million OFFSHORE liquid assets (~US$375,000) 3) Proof of RM40,000/month offshore salary or pension (~US$10,000/month) 4) A fixed deposit in a Malaysian bank of RM1 million (~US$250,000) + RM50,000/dependent New Fees: A) Visa pass will increase from RM90/yr. to RM500/yr. per applicant and dependent B) Processing fee of RM 5000/principal + RM2500/each dependent. This must be paid at time of submission. "The implementation of the new policy of the MM2H Program will apply to all new applications and extension applications for existing participants who have an expiring MM2H Pass" "To ensure control over MM2H participants the Ministry of Home Affairs (though Malaysian Immigration and Royal Malaysian Police) will carry out monitoring and enforcement from time to time." They have also imposed a cap on the number of total participants in the program but this is simply a "solution for a non-problem". The cap is set at 1% of the population on Malaysia. Currently there are @35,000 MM2H principals and dependents (about 55Kcumulative have entered the program but many are inactive as they have left, passed away, never renewed or are minors who have exceeded the age of dependency). So with a population of 33million the cap would be 330,000. That's ten times more than all those that are active. In addition, the Malaysian population is growing faster than the highest year off the program...so even untouched there is no way the numbers will increase to the 1% the population size. With the new terms they are likely to get, at best, a few hundred applications annually. I'd even guess in the single digits. There will also be attrition from current recipients so that the 33,000 will decline quite precipitously. One alternative is that, because the Sarawak State Government is autonomous in Immigration matters one could apply to the Sarawak MM2H...which had earlier revised it's program to actually allow agents (previously restricted) and to allow those 40-50 to apply if they purchase a property of RM600,000 (~US$150,000). Over 50 there is no property purchase requirement. In addition one can live in the Peninsula (sometimes called the "Sarawak Back Door" ) and only need stay in Sarawak for 15 days a year. Those over 30 with school-aged children can also qualify if their children enrolled in a Sarawak school. The terms of the MM2H listed above do not apply to the Sarawak Program. There is no Liquid Asset proof if you meet ONE of the following two criteria A) Income/Pension of RM7000/mo (single) or RM10,000/mo (couple)...i.e US$1700/US$2400. OR B) Established a Fixed Account in a Sarawak branch of a Malaysian Bank of RM150,000 (single) or RM300,000 (couple) = ~US$37K/US$74K. Contrast with what the MM2H is now requiring! Heres the OFFICIAL GUIDEBOOK about the program. Be sure that you only use an agent Registered in Sarawak listed on the site. All others are acting as middlemen, taking a cut, and passing the information on to the licensed guide. That means your personal information is getting into the hands of those not authorised to have it. No, unfortunately this is not a pathway to permanent residence. You might want to explore the business or investment visa options for that. They are somewhat limited but do exist.
Yes the Sarawak govt runs its MM2H program separately. It is possible that this will not last based on what happened with the federal program, we will see.. I expect we will have some clarity in the next few months.

Yes I believe border restrictions were similar or the same for Sarawak in regards to its MM2H holders. I actually googled "Sarawak MM2H agents" and found pretty good results. Gotcha. SMM2H agents were not allowed so did not exist at all until the program relaunch in September, so that infrastructure is still very new. from my understanding it is mostly federal mm2h agents adding it to their services. If you are on facebook you may want to join the sarawak my second home facebook group. There are also many mm2h groups where a few members will be familiar with the sarawak program. Good luck!
Hi, my video explains the distinction between the Sarawak and federal MM2H programs. The sarawak program does not require a fixed deposit if you meet the income requirement. If you are 30+ and receiving medical treatment in sarawak then you are probably eligible for the sarawak mm2h. Good luck!

Yes that is the very purpose of this video. Yesterday the Sarawak govt issued a statement reaffirming their program guidelines and welcoming foreigners, including current federal MM2Hers, to Sarawak.
I have a question about dependents (my wife) - if I die while in Malaysia, can my wife stay under the SMM2H, or is she removed from the program and has to leave?
I want to advise everyone to please consult with an agency regarding your specific questions. That said, it is my understanding that an MM2H dependent will have 3 months to transfer the visa into their name, and they will need to satisfy the same financial conditions. But again, I'm not too certain about these details.

Hey I mentioned this towards the end of the video, Sarawak MM2H is currently active, and in September was updated with new guidelines so presumably they've already reviewed and made what they consider to be necessary changes to the program (though it's certainly possible they'll make further changes once the federal program returns) That said, borders are still quite restrictive so even though you can apply, if you are not currently in Malaysia you're still bound by the heightened border restrictions.

My _guess_ is that they are planning for unlimited renewals, but considering that it will be 10 years for one, which means 20-30 years for multiple renewals, it's hard for me to tell you with any confidence that the program will remain the same in a few decades. And currently the S-MM2H hasn't been around long enough for us to have any data points for renewal. I do know many people in the federal program have renewed. Hi, the requirement to buy a home is for the Sarawak mm2h, so you would have to purchase one in the state of Sarawak. Kuala Lumpur, if that's what you mean by KL, is in Selangor.

Already seen quite a few videos about the conditions but one thing is not clear: all the videos r mentioning a fixed deposit, AND also kinda the same amount of liquid assets, like cash. So at last, how much money do I need in total to apply? And I also have another concern which is I dont have a daily job because im an investor so how can I prove that my monthly income is eligible for the requirements? Thanks man!
First of all I am not an expert on the Federal MM2H (well nor the sarawak for that matter lol...I just know enough to share with those who haven't heard of it) But I'll try to answer you based on what I've read and seen over the past few years. 1) I believe the federal program's liquid asset requirement is what you must show during the application process. I think it's a bit higher than the fixed deposit amount. But you don't need to have it in ADDITION to the fixed deposit amount. It's just something you demonstrate during the application. The fixed deposit you make later on can come from these assets. 2) The exact requirement may end up depending on who is reviewing your application. It seems that often times investment income is eligible but it probably is best if it is recurring and stable. So rental or dividend income. Or maybe daytrading if you are pretty consistent on a monthly profit basis. I would truly suggest you enlist the help of a certified agency...they will have the most recent info and typically (prior to 2020) yield very high approval rates.

Personally, I think S-MM2H is more attractive than MM2H as East Malaysia has its own set of immigration rules. Under the immigration rules, the citizen from East Malaysia could enter and stay freely in West Malaysia but the citizen in West Malaysia couldn't as there's a limit of stay imposed on the West Malaysian Citizen when entering East Malaysia. Of course, if the MM2H applicant's main purpose is to stay in West Malaysia only, then MM2H could be a better choice unless the application's age is over 50.

Yes, it is a requirement if you are pursuing that pathway. If you are 50+ then it is not compulsory, nor if you plan to seek continued medical care or education for your children.
Lots of discrimination. The CIMB bank Malaysia doesn't give me access to my money during the pandemic, and I can't enter Malaysia even with a valid MM2H. The only reason is my nationality, I'm Iranian.

Hi Adam, I'm afraid there are not many options for you. If you work you might search for a relevant job in your industry. If you are an investor or business owner/entrepreneur in the tech industry you may be eligible for the MTEP (Malaysia Tech Entrepreneur Program) that seeks to cultivate the Malaysia startup scene. I believe the program is currently active and accepting applications but not 100% sure. At least in the first 6 months of the pandemic they were still issuing visas.
Your timing couldn’t be worse: Malaysia has just released its new and hugely increased requirements for the MM2H! The new terms are outrageous and an insult for people who invested in property in Malaysia. How could anybody ever trust MM2H (or S-MM2H) and/or the Malaysian Government ever again?
The timing was pretty great cause there are many folks looking for an alternative to the federal MM2H. But you make a good point about trust. Its a very personal matter but for me i would indeed be wary of trusting anyone in Malaysia if I were at an advanced age and planning my final move. I agree with you. But even so, I have heard from plenty of folks with the MM2H currently who now see the sarawak version as a lifeline. They may not trust the malaysian govt but being in the position they're in they're happy for the alternative.
No the MM2H does not allow you to work or do business IN Malaysia. If you do have business you'd like to do, there are some reasonable pathways to setting up a business in Malaysia and then sponsoring yourself to live there.

Hi AB, I'd suggest you consult an agent for the best answers to all of your questions, but I'll address a couple of them. 1) There is no requirement to be in Malaysia for any period of time other than to be in Sarawak for 15 days per year if you hope to extend beyond the initial 5 year visa. 2) Malaysia operates with two types of properties: freehold and leasehold tenures. Foreigners can indeed own freehold property and can resell it. I do not yet have a recommendation for an agency. Because this question has come up a number of times, I am working on vetting an agency and will recommend one if I feel good about it. In the meantime, I would suggest starting with the official govt-provided list and then interviewing several of them.

I am not a tax professional and am not giving tax advice. But numerous other websites and MM2H visa holders report that they are not liable for Malaysia taxes on foreign income.
@@FirewalkingJourney It's a little crazy though that MM2H visa holders were locked out of Malaysia if they just happened to be traveling during that time. Do you think a lot of people will sell their homes?
I don't have a good feel for what the numbers will reveal after the pandemic. Anecdotally I've seen a lot of people upset, but this is a very large program with a long history and I'm sure the folks I've read about are just a drop in the bucket. I also _think_ that the majority of MM2H participants over the past two decades have elected not to buy property. So we will see, but it may not ultimately mean a ton of properties flooding the market. As it stands there's been a ton of overbuilding of new construction so I'm not sure mm2h sellers would affect the market too much.
Hi Ibo, I'm sorry but the Sarawak MM2H has no options for those under 30. The regular MM2H had no age restrictions prior to its suspension, and I imagine there's a good chance it will not have one when it returns, however you will have to wait until the govt announces the new federal MM2H program before we know the details for sure.
Hi Victoria, yes if you watch the video at 13:14 you can see what the requirements are for applicants in your age range. Basically, you'll have to either buy a property in Sarawak, have children pursuing education in Sarawak, or be receiving longterm medical care in Sarawak. If your plan is to live in other parts of Malaysia then this wouldn't be ideal but if you are interested in Sarawak it could be a great fit.
Hi I do not believe this is possible. The MM2H visa does not allow you to work or operate a business. If you do wish to start a business, there are other avenues to do so in Malaysia.

Quite frankly I do not know what typical costs are for educational programs that would qualify for SMM2H. This is simply a guess, but I found one international school in Kuching that shows tuition fees of $2k USD-$5k USD per year, depending on grade level, and additional fees of a few more thousand. I do not know if these prices listed on the website are correct, nor do I know officially if this would qualify for S-MM2H, but it would seem like it would. Also, my perception was that international schools in Malaysia are usually more expensive than this.
I thought about it some more, and it sounds like you would be planning to live in Sarawak. If so, and you are 40+ years old, you might also consider purchasing a home as opposed to utilizing the children's education requirement. Also, I _believe_ (but please confirm) that the SMM2H would allow your children to enroll in the public schools. I know this to be the case for the MM2H, but am just assuming the same for the SMM2H

OK - I get the back door option. I have plans to live in Malaysia for about 3-4 years. So based on what you are saying i could applly for SM2H (i qualify based on my pension income in the US) get the visa. My desire is to live in Penang Island near the Gurney Plaza area. So i could get the SM2H visa, enter Sarawak spend 2 weeks every year and stay rest of the 50 weeks in Penang. Am I right?. Have been to Penang Island 5/6 times on Business visits for 2-3 weeks at a time and love it. How much is the typical cost to process the visa papers and be able to enter. Also any guidance on premium health insurance plans in Malaysia will be helpful. Thanks for the great tip.

At the moment, this is merely a condition to be able to extend your visa from 5 to 10 years. But if there's a chance you'd want to stay longer, then you'll want to keep that option open by meeting this requirement.

The Sarawak MM2H program works better for me as I will meet the age 50+ requirements with my US social security/pension income. Absolutely! You should know though that because Malaysia is experiencing a tremendous covid spike it is likely that this visa won't be feasible for applicants outside the country for quite awhile...probably not until 2022

The new federal mm2h changes will be reviewed by the home minister after loads of complaints from the existing holders. Even the Sultan of Johor asked the government to review the new conditions. Hope there will be good news really soon
I'm not too enthralled by his statements. He mainly gave the same reasons for imposing the new regulations while saying he'd review them. If anything it sounds as if he might temporarily suspend the changes for renewals that have bought property. But it certainly won't mean changes to the new regs for new applicants. So it effectively kills the program. No wealthy people will apply under those terms. It also sounds as if that those trapped outside the country might be dropped 7000 current visa holders. It was the Home Ministry that has prevented them from returning...under the outdated 25 countries ban.

The trouble is that foreigners are not allowed entry to Malaysia at the moment so you'd really have to be there already to be able to apply. Otherwise you can prepare your application and then as soon as borders open you can travel there to apply

Malaysia is one country I found myself visiting repeatedly, often even 2-3 times a year. I always felt it was welcoming to tourists and expats, enjoyed the kindness of everyday locals, excellent cuisine, etc etc... I had a very positive opinion until the pandemic. Quite disappointed with how cold it is being towards majority of expats. Tourists are out of the question at this point. Quite unfortunately, the trust is gone. I worry S-MM2H program could also quite unexpectedly make such changes as the federal program.

Great questions and hard to say with certainty. A lot is opening up in Malaysia now though, due to high vaccination rates. Sarawak has opened its borders pretty much fully to the rest of Malaysia, and Malaysia itself is loosening its restrictions on residents leaving and returning. Hopeful signs but as we have seen sometimes things can swing back the other way in a hurry

Depends on where you are looking and what exactly you need. But my best guess based on sort of a combination of keeping most US comforts but accepting the Malaysian version of certain lifestyle needs when it's far more practical...I'd say you should be able to live comfortably on a budget of $2k-2.5k. (Building in a buffer for healthcare and so forth) I'd suggest you join some expat groups on facebook for specific areas to get a really good idea of the budget that would work for you.

Is your agent helping you with the federal MM2H application? They may not be authorized for the sarawak program so there's no incentive for them to tell you about it. It is worth exploring as it might be a good alternative for you. Good luck!
I was told you have to live in Sarawak to apply
You have to be in Sarawak to apply (for the medical checkup, bank accounts, etc), but you certainly do not have to live there. As I stated in the video, they recently added a new guideline that you must spend 15 days a year in Sarawak if you wish to extend/renew the visa past 5 years.
Basically I was told I can’t apply for that one by the agent
Note that the information in this video is out of date as of today. 2 days ago the Malaysian government completely changed requirements for example you need to show that you have $10,000 monthly income, you need to put $235,000 in a local bank in malaysia, you need to show you have hundreds of thousands of dollars tucked away in your bank accounts in your home country. Pretty much this program is dead.
Hi James, thanks for your comment. Please rewatch the video again as I fear you've missed all the important aspects. I say in the video that the federal MM2H was suspended at the time and there was some fear that there could be significant changes when it returns. This has indeed come to fruition. Which makes the rest of the video, which is about the sarawak program, all the more significant as it is now light years better than the revamped federal program. Just cross your fingers the sarawak program isn't forced to change.
This video is about the Sarawak mm2h program. The new requirements are for the federal mm2h program. They are 2 separate programs. Don't get confused
Beware all. Mainland Malaysia has changed the MM2H rules and is now available to rich folk. Sarawak provides a great alternative given that it has NOT changed these rules.
Unfortunately Sarawak has indeed recently changed its rules. I have a new video out about it (well, it's posting in a few hours). Of course this is not a good thing, however, the good news is that even after the Sarawak changes, it's still a bit easier (in some ways) than the original federal program was.
I did notice one new 'enhancement' to S-MM2H... a requirement for a LARGE refundable security deposit...
"The imposition of Security/Personal Bonds to act as a refundable security deposit in case of any breach or non-compliance to the Immigration Ordinance or Regulations or when unexpected incidents happen to S-MM2H participants and can be used for the cost of deportation if necessary.
To benefit the Sarawak economy, the Fixed Deposit amount has been increased from RM100,000 to RM150,000 for individuals and from RM150,000 to RM300,000 for couples." -
I'm guessing that amount would need to be sent to the Sarawak government? RM300,000 deposit does seem high.
Can you share where you are finding this information? It is true that the S-MM2H is requiring a security bond to cover the cost of deportation, but they do not specify the amount. In the past iteration of the S-MM2H that bond amount was in the range of $1-2kUSD.
As for the fixed deposit of RM150k-300k, as I explained in the video that is something else and is one of the two pathways to qualification.

@@tinglestingles Ok thanks. I just took a look at the slide and that's how it reads to me...that there is a security bond, and also that they increased the fixed deposit requirement amount....which they did do...prior to Sept 2020 it was lower.
So I think it is safe to assume that the security bond will still be in the $1-2k range for deportation costs, and the fixed deposit is the separate qualification pathway we were just discussing.

1) Now that being said, yes, I have been told very clearly that the initial visa is issued for 5 years and the 15-day requirement is for extending and renewing that initial 5 years.
2) Yes, there is only one applicant and then the rest are considered dependents. However the one applicant (must meet the requirements for a couple/family if they are applying with dependents)

One more additional and VERY IMPORTANT POINT...it is virtually impossible for anyone on either Sarawak MM2H or MM2H to WORK in Malaysia/Sarawak. You can work abroad, and many people do business through/with outside companies on line...but if the salary source is Malaysian one can forget about these visas. You need an employment Visa. So no teaching English on the sly, running a guest house or private tour agency. An unpaid volunteer gig or crafts export biz might be possible. Just keep the bank account abroad and don't sell in Malaysia though.
Pensions and foreign income/assets are not taxed in Malaysia, nor is interest in bank accounts.

Also you may have to be a bit more downtrodden on your MM2H video....given the recent gov't decision to shift the program to Immigration awayfryom tourism.
Some of the changes:
1) Mandatory 3 months in Malaysia.
2) Proof of RM1.5 million OFFSHORE liquid assets (~US$375,000)
3) Proof of RM40,000/month offshore salary or pension (~US$10,000/month)
4) A fixed deposit in a Malaysian bank of RM1 million (~US$250,000) + RM50,000/dependent
New Fees: A) Visa pass will increase from RM90/yr. to RM500/yr. per applicant and dependent
B) Processing fee of RM 5000/principal + RM2500/each dependent. This must be paid at time of submission.
"The implementation of the new policy of the MM2H Program will apply to all new applications and extension applications for existing participants who have an expiring MM2H Pass"
"To ensure control over MM2H participants the Ministry of Home Affairs (though Malaysian Immigration and Royal Malaysian Police) will carry out monitoring and enforcement from time to time."
They have also imposed a cap on the number of total participants in the program but this is simply a "solution for a non-problem". The cap is set at 1% of the population on Malaysia. Currently there are @35,000 MM2H principals and dependents (about 55Kcumulative have entered the program but many are inactive as they have left, passed away, never renewed or are minors who have exceeded the age of dependency). So with a population of 33million the cap would be 330,000. That's ten times more than all those that are active. In addition, the Malaysian population is growing faster than the highest year off the program...so even untouched there is no way the numbers will increase to the 1% the population size. With the new terms they are likely to get, at best, a few hundred applications annually. I'd even guess in the single digits. There will also be attrition from current recipients so that the 33,000 will decline quite precipitously.
One alternative is that, because the Sarawak State Government is autonomous in Immigration matters one could apply to the Sarawak MM2H...which had earlier revised it's program to actually allow agents (previously restricted) and to allow those 40-50 to apply if they purchase a property of RM600,000 (~US$150,000). Over 50 there is no property purchase requirement. In addition one can live in the Peninsula (sometimes called the "Sarawak Back Door" ) and only need stay in Sarawak for 15 days a year. Those over 30 with school-aged children can also qualify if their children enrolled in a Sarawak school.
The terms of the MM2H listed above do not apply to the Sarawak Program. There is no Liquid Asset proof if you meet ONE of the following two criteria A) Income/Pension of RM7000/mo (single) or RM10,000/mo (couple)...i.e US$1700/US$2400. OR
B) Established a Fixed Account in a Sarawak branch of a Malaysian Bank of RM150,000 (single) or RM300,000 (couple) = ~US$37K/US$74K. Contrast with what the MM2H is now requiring!
Heres the OFFICIAL GUIDEBOOK about the program. Be sure that you only use an agent Registered in Sarawak listed on the site. All others are acting as middlemen, taking a cut, and passing the information on to the licensed guide. That means your personal information is getting into the hands of those not authorised to have it. Don't take that chance!

No, unfortunately this is not a pathway to permanent residence. You might want to explore the business or investment visa options for that. They are somewhat limited but do exist.

The Sarawak mm2h program is a separate program from the new mm2h. They are not connected and the new changes only affects the mm2h program
Yes the Sarawak govt runs its MM2H program separately. It is possible that this will not last based on what happened with the federal program, we will see.. I expect we will have some clarity in the next few months.

Yes I believe border restrictions were similar or the same for Sarawak in regards to its MM2H holders. I actually googled "Sarawak MM2H agents" and found pretty good results. Gotcha. SMM2H agents were not allowed so did not exist at all until the program relaunch in September, so that infrastructure is still very new. from my understanding it is mostly federal mm2h agents adding it to their services. If you are on facebook you may want to join the sarawak my second home facebook group. There are also many mm2h groups where a few members will be familiar with the sarawak program. Good luck!

Hi, my video explains the distinction between the Sarawak and federal MM2H programs. The sarawak program does not require a fixed deposit if you meet the income requirement. If you are 30+ and receiving medical treatment in sarawak then you are probably eligible for the sarawak mm2h.

Yes that is the very purpose of this video. Yesterday the Sarawak govt issued a statement reaffirming their program guidelines and welcoming foreigners, including current federal MM2Hers, to Sarawak.
I have a question about dependents (my wife) - if I die while in Malaysia, can my wife stay under the SMM2H, or is she removed from the program and has to leave?

That said, it is my understanding that an MM2H dependent will have 3 months to transfer the visa into their name, and they will need to satisfy the same financial conditions. But again, I'm not too certain about these details.
Replying to your query, your wife do not need to leave, she could re-apply to be the main applicant with adherence to all the requirements.

I heard that the federal MM-2H was suspended and is being reviewed. Is the Sarawak one also on hold and subject to a review or has it ongoing now?
Hey I mentioned this towards the end of the video, Sarawak MM2H is currently active, and in September was updated with new guidelines so presumably they've already reviewed and made what they consider to be necessary changes to the program (though it's certainly possible they'll make further changes once the federal program returns)
That said, borders are still quite restrictive so even though you can apply, if you are not currently in Malaysia you're still bound by the heightened border restrictions.

My _guess_ is that they are planning for unlimited renewals, but considering that it will be 10 years for one, which means 20-30 years for multiple renewals, it's hard for me to tell you with any confidence that the program will remain the same in a few decades. And currently the S-MM2H hasn't been around long enough for us to have any data points for renewal. I do know many people in the federal program have renewed.

Hi, the requirement to buy a home is for the Sarawak mm2h, so you would have to purchase one in the state of Sarawak. Kuala Lumpur, if that's what you mean by KL, is in Selangor.

Already seen quite a few videos about the conditions but one thing is not clear: all the videos r mentioning a fixed deposit, AND also kinda the same amount of liquid assets, like cash. So at last, how much money do I need in total to apply? First of all I am not an expert on the Federal MM2H (well nor the sarawak for that matter lol...I just know enough to share with those who haven't heard of it)
But I'll try to answer you based on what I've read and seen over the past few years.
1) I believe the federal program's liquid asset requirement is what you must show during the application process. I think it's a bit higher than the fixed deposit amount. But you don't need to have it in ADDITION to the fixed deposit amount. It's just something you demonstrate during the application. The fixed deposit you make later on can come from these assets.
2) The exact requirement may end up depending on who is reviewing your application. It seems that often times investment income is eligible but it probably is best if it is recurring and stable. So rental or dividend income. Or maybe daytrading if you are pretty consistent on a monthly profit basis. I would truly suggest you enlist the help of a certified agency...they will have the most recent info and typically (prior to 2020) yield very high approval rates.

Personally, I think S-MM2H is more attractive than MM2H as East Malaysia has its own set of immigration rules. Under the immigration rules, the citizen from East Malaysia could enter and stay freely in West Malaysia but the citizen in West Malaysia couldn't as there's a limit of stay imposed on the West Malaysian Citizen when entering East Malaysia. Of course, if the MM2H applicant's main purpose is to stay in West Malaysia only, then MM2H could be a better choice unless the application's age is over 50.

Yes, it is a requirement if you are pursuing that pathway. If you are 50+ then it is not compulsory, nor if you plan to seek continued medical care or education for your children.
Lots of discrimination. The CIMB bank Malaysia doesn't give me access to my money during the pandemic, and I can't enter Malaysia even with a valid MM2H. The only reason is my nationality, I'm Iranian.

Hi Adam, I'm afraid there are not many options for you. If you work you might search for a relevant job in your industry. If you are an investor or business owner/entrepreneur in the tech industry you may be eligible for the MTEP (Malaysia Tech Entrepreneur Program) that seeks to cultivate the Malaysia startup scene. I believe the program is currently active and accepting applications but not 100% sure. At least in the first 6 months of the pandemic they were still issuing visas.
Your timing couldn’t be worse: Malaysia has just released its new and hugely increased requirements for the MM2H! The new terms are outrageous and an insult for people who invested in property in Malaysia.
How could anybody ever trust MM2H (or S-MM2H) and/or the Malaysian Government ever again?
The timing was pretty great cause there are many folks looking for an alternative to the federal MM2H. But you make a good point about trust. Its a very personal matter but for me i would indeed be wary of trusting anyone in Malaysia if I were at an advanced age and planning my final move. I agree with you. But even so, I have heard from plenty of folks with the MM2H currently who now see the sarawak version as a lifeline. They may not trust the malaysian govt but being in the position they're in they're happy for the alternative.

No the MM2H does not allow you to work or do business IN Malaysia. If you do have business you'd like to do, there are some reasonable pathways to setting up a business in Malaysia and then sponsoring yourself to live there.

Hi AB, I'd suggest you consult an agent for the best answers to all of your questions, but I'll address a couple of them. 1) There is no requirement to be in Malaysia for any period of time other than to be in Sarawak for 15 days per year if you hope to extend beyond the initial 5 year visa. 2) Malaysia operates with two types of properties: freehold and leasehold tenures. Foreigners can indeed own freehold property and can resell it.
I do not yet have a recommendation for an agency. Because this question has come up a number of times, I am working on vetting an agency and will recommend one if I feel good about it. In the meantime, I would suggest starting with the official govt-provided list and then interviewing several of them.

I am not a tax professional and am not giving tax advice. But numerous other websites and MM2H visa holders report that they are not liable for Malaysia taxes on foreign income.
@@FirewalkingJourney It's a little crazy though that MM2H visa holders were locked out of Malaysia if they just happened to be traveling during that time. Do you think a lot of people will sell their homes?
I don't have a good feel for what the numbers will reveal after the pandemic. Anecdotally I've seen a lot of people upset, but this is a very large program with a long history and I'm sure the folks I've read about are just a drop in the bucket. I also _think_ that the majority of MM2H participants over the past two decades have elected not to buy property. So we will see, but it may not ultimately mean a ton of properties flooding the market. As it stands there's been a ton of overbuilding of new construction so I'm not sure mm2h sellers would affect the market too much.

Hi Ibo, I'm sorry but the Sarawak MM2H has no options for those under 30. The regular MM2H had no age restrictions prior to its suspension, and I imagine there's a good chance it will not have one when it returns, however you will have to wait until the govt announces the new federal MM2H program before we know the details for sure.

Hi Victoria, yes if you watch the video at 13:14 you can see what the requirements are for applicants in your age range. Basically, you'll have to either buy a property in Sarawak, have children pursuing education in Sarawak, or be receiving longterm medical care in Sarawak. If your plan is to live in other parts of Malaysia then this wouldn't be ideal but if you are interested in Sarawak it could be a great fit.

Hi I do not believe this is possible. The MM2H visa does not allow you to work or operate a business. If you do wish to start a business, there are other avenues to do so in Malaysia.

Quite frankly I do not know what typical costs are for educational programs that would qualify for SMM2H. This is simply a guess, but I found one international school in Kuching that shows tuition fees of $2k USD-$5k USD per year, depending on grade level, and additional fees of a few more thousand. I do not know if these prices listed on the website are correct, nor do I know officially if this would qualify for S-MM2H, but it would seem like it would. Also, my perception was that international schools in Malaysia are usually more expensive than this.
I thought about it some more, and it sounds like you would be planning to live in Sarawak. If so, and you are 40+ years old, you might also consider purchasing a home as opposed to utilizing the children's education requirement. Also, I _believe_ (but please confirm) that the SMM2H would allow your children to enroll in the public schools. I know this to be the case for the MM2H, but am just assuming the same for the SMM2H

OK - I get the back door option. I have plans to live in Malaysia for about 3-4 years. So based on what you are saying i could applly for SM2H (i qualify based on my pension income in the US) get the visa. My desire is to live in Penang Island near the Gurney Plaza area. So i could get the SM2H visa, enter Sarawak spend 2 weeks every year and stay rest of the 50 weeks in Penang. Am I right?. Have been to Penang Island 5/6 times on Business visits for 2-3 weeks at a time and love it. How much is the typical cost to process the visa papers and be able to enter. Also any guidance on premium health insurance plans in Malaysia will be helpful. Thanks for the great tip.

I do want to point out one thing however...if you are absolutely sure that you do not plan to live in Malaysia for more than 5 years, you do not actually even need to spend 15 days a year in Sarawak. At the moment, this is merely a condition to be able to extend your visa from 5 to 10 years. But if there's a chance you'd want to stay longer, then you'll want to keep that option open by meeting this requirement.
