I was not happy with the rpm of my 500W Brushless Motor Spindle and i found out that even on the controller it says that i can work with 24v it does not gets maximum declared RPM. So I fixed it .
Bro it's easy to understand that 24 to 50v is the operating range of the controller but if you connect a motor that run 12000rpm at 48v obviously it run at half rpm at 24V.
Its not a problem of the controller, your power supply is underrated. the BLDC can go up to 50v, and your spindle is rated for 48v, so you need to get a 48v power supply

Probably you are asking about RPM, at 24v approximately 6000 RPM, at 48v 12000 RPM
