Crazy, this was right around the time Amtrak began decommissioning the FL9s from their roster with the P32AC-DMs taking their place. I believe the last few were finally retired in 1998.

Yup, it's a phase 4. Amtrak didn't really care too much about aesthetics. They often mixed cars and engines of different paint schemes.
