The old people earning by picking up rubbish on the street is a common sight. Even late at night you'll see them scouring bins and pushing trolleys piled high with recyclable rubbish, it's heartbreaking.

Also, with a declining population, there are fewer people to pay taxes, so they can't spend as heavily on welfare. On the other hand, healthcare and public education are excellent. For example, Dental cleaning is $10 including x ray and examination. Doctors and pharmacists visit the home of the elderly and treat them regularly.
