Colder fuel is more important to "make power" than colder air. Dropping fuel temp 18 degrees F increases "power" by about 4%. The same 18 degree drop in air temp is worth about 1% more power.
Yes only water. Antifreeze is not allowed because if you blow up an engine or crack a radiator, the antifreeze is so slick that you will slide out if it gets under the tire. Also it’s super hard to clean off the track.

They don't do this when the engine is hot. They do it when getting ready for the next run. They are trying get the temp optimal.

Engine isn’t that hot . It’s warm so the cold doesn’t hurt it at all
