Hwoarang was able to defeat Jin Kazama but moments later, defeated Jin let out a monstrous roar and transformed into Devil Jin, beating Hwoarang afterwards. And Jin and Devil Jin's T5 Prologues clearly showed how he was struggling to control the Devil Gene when Jinpachi escaped captivity from Honmaru.

Hwoarang beat Jin canonically, in Tekken 5. They only fought to a draw prior to that.
Which doesn't make much sense, considering Base Jin bagged Kazuya and Heihachi just a month prior. Did this mean Hwoarang is stronger than Kazuya and Heihachi? Course not.
I think it was implied that Jin wasn't concentrating on the fight, as he was struggling to contain Devil Jin.
