There actually is another better hidden lore behind this one. The 4 loong brothers are not real sons of the loong king. But rather they are components. In the original journey to the west novel when Wukong battled the yellow wind sage, he got help from Buddha Lingji. Lingji gave Wukong the wind tamer, which you also find in the game that nullifies yellow wind sage's wind. But what actually caught and subdued yellow wind sage was an artifact named "8 claw golden loong staff". In this game if you beat all these 4 secret loong bosses you will be able to craft this very powerful staff. Even if you don't do any of these you will find the staff's action in the end of chapter painting if you move and zoom around carefully.

Im unsure what the motivation or reasoning behind this is, as im very curious to see what happens in between Yellow Loong flying away and what leads up to his presence alongside the Four Kings during that fight
As the other commenter said, that Loong that appears with one of the Four Heavenly Kings it's actually his weapon. Umbrella, pipa (the stringed instrument), sword, and a dragon are the four weapons they use.
Errrrr nope. The 4 Loongs are part of Lingji’s Golden Loong staff split into 4 as a test for Destined One to hunt down to recraft the staff for his journey. You can see the Lingji using the staff in the painting at the end of Chapter 2.

That's not Yellow Loong. That loong appeared in FourKings fight is one of the kings‘ weapon.
