In 1968 the Philippine CPA does not even Recognized in California. CPA work as Accounting Clerk or work as clerk in the US post office and postal Carrier., Forget the Philippine Education in California, Filipino Doctors until today are not recognized their Medical Education but they only allowed to be Nurse. Filipino Lawyers, Dentist and Pharmacy are not allowed to take Hawaii test. Engineers are only allowed to be a draftsmen.

ECE engineers are acknowledge as engineers in Semicon companies basta may enough experience. Like Intel, Amd, etc.
