I dont know if you solved this, the same flickering happened to me too. Its some graphics driver issue I think. But Task Manager is still working, so I pressed Ctrl+Shft+Esc to open Task Manager and click on file and then clcik run new task and then run Regedit.

You can put a command in command prompt as a last resort but I can't find the code with networking this way I forced it into safemode but not networking..
Factory reset caused this problem, user profile cant be loaded, safe mode won't boot, startup settings won't work, setting bios to default didn't work, it removed my other user profile so I can't login to another user, command prompt is basically my final option (from windows itself not safe mode or windows) how to fix?
