I'm pretty sure if you're going to be patching an outside panel you want a full seam weld then metal finish best you can and use as little filler as possible to get it flat. Whole panels like a quarter usually get spot/roset weled. Floor panels can be spot or roset welded since your not going to be painting it for show in most cases. Cover with carpet or undercoating. Seam welding prevents cracks in fillers and paint.
Im not a professional shop, and don't do bodywork/paint very often but id say that amount of rust repair plus a paint job would start around $4-5K. Jeeps have a lot of single panels which makes stuff easier and everything seems to be available for them, not to mention there isn't a lot of area to paint if you're not doing the inside of the tub so it takes less material.

20 gauges steel sheet metal I believe.
Some were patches from premade panels you can find online

Easier to buy a used tub from AZ or So CAL.
Any metal prep before patch filler
we buzzed it up with 36 grit sandpaper then cleaned the surface with some Acetone
If you charged your dad normal rates about how much would this cost for all the work
