I was taught by my father that you never come to a stop if you're driving through water (assuming it's no deeper than 10-12 inches deep). If you stop, it allows water to go up and flood your intake. By keeping steady gas pressure and forward movement, you can make it through. I did this in Bethany, OK, in a Nissan Sentra in the 1990's with no problem.

I kept going forward at an even, slow pace as you describe, and my little Saturn made it through because the wake created stayed away from the exhaust. Scary, though!
