- The fact of joint commands, both at the Theatre level and in functional areas,
being a necessity, has been comprehensibly perceived by all stakeholders,
including the political leadership. The appointment of India’s first Chief of
Defence Staff, Late Gen Bipin Rawat, was keeping in view the necessity of
implementing all aspects of joint functioning of the three services. However, his untimely demise slowed the pace of progress. Now, with a new CDS at the helm, there is an apparent from a top driven approach, to a more consensual one, that’s sensitive, especially to the views of the prime stakeholders i.e., the three services. The exact number of Theatre commands and the areas of their responsibility are yet to crystalize fully. However, progress is apparently being steadily made. Theatre Commands should be in place by end 2024 or beginning 2025.

The strategy to achieve effective theatre commands sounds very good - address the tough issues first, build a common culture. Eventually, India will need an expeditionary force and the Maritime command is the place for it

I think the theatre commands should be West (Pakistan front), North and East (China and Myanmar, and Bangladeshi relations), Maritime, Strategic (nuclear), Space and Cyber.
While Bangladesh would have direct relations with govt and the CDS, the CDS would be very busy, the Northern and Eastern theatre commander will have more time for the relationship with the Bangladeshi military. In the same way, the maritime commander will have more time for relations with Sri Lanka and the island nations of the Indian Ocean. A vice CDS could be a point of contact for the militaries of Africa and elsewhere as appropriate.
The CDS should be the CDF like Australia. This addresses the key point of allocating resources between commands. A CDF can order a reallocation of resources (units) as required between theatres.
India is between the US and Australia in the scope of its foreign relations and military preparedness. A CDF should have Vice-Chief focused on operations.
The CDF is the military's point man in the Councils of government and to whom MPs can address questions like in the US.
The CDF, Vice Chief and theatre commanders should form an operations Council.
The CDF and service chiefs should form a training, development and sustainment Council.
It would be rare for the CDF to give a formal order beyond ones seen as ceremonial.
A CDF is a means for the directions of government to be formally given and executed by commanders and service chiefs.

Jointness and logistics buffer creation will need a central theater command. CDS/Vice CDS alone cannot coordinate the daily operational details of coordinating among different commands.
In a circular way they are likely to come to this conclusion for the architecture of theater commands.
India's theatre commands is of no use in real time war scenario.
Theatre commands are good......but ability to carry out combined arms is going to be the way to go.
