Why Theatre Commands Remain A Work In Progress

  • NEW DELHI: When Gen. Bipin Rawat took over as India’s first Chief of Defence Staff (CDS) on December 31, 2019, it was widely expected that the ultimate objective of creating the top post-formation of theatre commands-would be achieved in about three years. A little less than two years in his new role, Gen. Rawat died in a helicopter crash. The government named his successor, Gen. Anil Chauhan, nine months later. He has held several rounds of discussions with the three Services chiefs in his quest to bring about jointness in the military. So where do things stand as of now? In this episode of ‘Simply Nitin’, StratNews Global Editor-in-Chief Nitin A. Gokhale explains how the forces are working towards that end and why the end result may still be over a year away if not more.

    India should have 5 Forces and 7 Theatre Commands
    1. Thal Sena
    2. Nau Sena
    3. Vayu Sena
    4. Nabh Sena (for Space, Cyber and Technology warfare)
    5. Agni Sena (For unconventional warfare including nuclear war and special operations)
    Commands:
    1. Northern Command (China centric)
    2. Western Command (Pakistan centric)
    3. Central Command (all Indian states not sharing land border or sea)
    4. Eastern Command (West Bengal, Assam and other NE States with Bangladesh and Myanmar front)
    5. Southern Command (Tamilnadu, Kerala, Lakshdweep, Srilanka, Maldives and entire Indian Ocean)
    6. South-West Command (Arabian Sea, Rad Sea and Suez canal, Arabian peninsula, West Asia)
    7. South East Command (ASEAN except Myanmar, South China Sea, up to Taiwan and Australian coast)

    There should be five theater commands:
    CENTRAL command - Special Forces, Cyber-Aerospace defence, Intelligence, NTRO and Strategic Forces command
    Northern command - Jammu, Kashmir and Ladakh to West Bengal. Mountain warfare divisions.
    Eastern command - Sikkim, West Bengal to all N-E states. Mountain & Jungle warfare divisions.
    Western command - Gujarat to Punjab with plane area and Thar desert. Desert warfare with mechanized divisions involved.
    Indian Ocean command - Southern peninsula, islands and Indian ocean region.
    AGILE should be used as process to bring out this transformation.
    First transfer everything under RM/CDS to CENTRAL Command based in Mhow.
    Then start with another theater (probably Western command) by assigning a theater commander.
    Let the process begin as a template can be created for other geographies to create further theater commands.
    Assign an airforce commander to pair with each theater commander.
    CENTRAL theater command can serve as seat of jointness and buffer for logistics. All other theaters can be sub-servient to it.

    As you note there isno uniform military code of conduct that the US has. Agniveers doesn't help.

      Are you dumb? The Americans took 5-6 years to do this, the Chinese took 7-8 years. Big operational and doctrinal changes like theatearisation don't happen in a matter of days because dumb people like you want it to happen in a day. Also remember reforms of any kind that are heavily discussed at all levels of society (military, civil society, channels like SNG, think tanks) are more likely to come to fruition and long lasting rather than hastily implemented reforms.

      How much education do you have? If you are so educated, why don't you declare yourself The Supreme Commander of Indian Armed Forces and tell the country how to go about these reforms? You're the typical Kaushik Basu type, just Big talk and advice, nothing to implement on the ground.
