I wonder what the actual maximum number of penalties is, in a single play. There are 7 field referees in the NFL, so that's 7 flags (one from each of them). However, each referee may also throw their hat as a substitute flag, if they need to call a second penalty in the same play, so that's 14 flags so far. Now, historically, the NFL has also used an eighth referee, known as the "deep judge". This was another field ref who could again throw out two "flags", therefore increasing our total to 2*8, or 16 total penalties. All that being said, there is also the "replay booth" which while not an official referee, does have the ability to dispense penalties and in some rare cases, even expel players from play (for particularly egregious fouls). However, it is unclear whether or not the replay booth (or more correctly referred to as the "Sky Ref") can dispense more than one penalty, or if they can even interject in normal play. But, we can totally account for all 3 options. There was a bills play where we kept getting penalties until it was like 40 and goal. Every time Allen would look at the refs and roll his eyes throwing another touchdown pass only for it not to count for whatever penalty. I wonder what the actual maximum number of penalties is, in a single play.
There are 7 field referees in the NFL, so that's 7 flags (one from each of them). However, each referee may also throw their hat as a substitute flag, if they need to call a second penalty in the same play, so that's 14 flags so far. Now, historically, the NFL has also used an eighth referee, known as the "deep judge". This was another field ref who could again throw out two "flags", therefore increasing our total to 2*8, or 16 total penalties.
All that being said, there is also the "replay booth" which while not an official referee, does have the ability to dispense penalties and in some rare cases, even expel players from play (for particularly egregious fouls). However, it is unclear whether or not the replay booth (or more correctly referred to as the "Sky Ref") can dispense more than one penalty, or if they can even interject in normal play. But, we can totally account for all 3 options.
So in total, the most possible penalties in one play of NFL football, is...
14 without a deep judge referee or a penalty form the replay booth.
16 with a deep judge referee but no penalty from the replay booth.
17 with a deep judge referee and one penalty from the replay booth.
17+ with a deep judge referee and multiple penalties from the replay booth.

Some officials carry a second flag as well. They also have a bean bag, generally used to mark where a ball goes out of bounds or is fumbled.
