They biologically evolved to this point, their way of life doesnt require that they move fast, only in situations such as that, but even so, they cant be agile like another mammals such as monkeys and ocelots.
They also have much less muscle density than average mammals, and a slow metabolism to conserve energy.

This is an excellent example of how ferocious sloths can be when they want to defend themselves. I've seen footage of a 2-toed sloth that tried to bite the man who was rescuing it. That man was none other than Jeff Corwin. It was documented while Jeff was in the Amazon, helping a local wildlife rescue relocate animals from a deforested area, and the sloth tried to maul him after he managed to get it off the branch. Their claws are bad enough, but he was very lucky not to get bitten, let alone scratched, because sloth teeth are like leather-puncturing blades and their jaws are surprisingly powerful. Sloths actually make me wary for that reason. They actually bite, and can do serious damage!

If you were to try to touch or move a sloth, high chance it takes you for a threat and will give you the same treatment this ocelot received. I don't know about you, but I wouldn't think an animal with 4 inch claws, and four puncturing teeth is harmless.
