I appreciate the help, one thing many other "fix your ps4 controller videos" fail to mention is to be sure you are using a data sending cable! in yours you did, as soon as I changed my cable to the correct one it instantly connected after a couple hours of trying everyone else's methods. I thought I’d bought a broken 2nd hand PS4, but the seller had included a cheap aftermarket micro usb cable, I found my old genuine PS4 usb cable & it connected instantly!

What I did which worked:
1.Unplug the ps4 while it's on
2. Do it with it plugged in a usb
3. Turn it back on and wait it reset
4. Once it tells you to connect, press the Ps button and it should connect and work
