When you are within the reception of ILS signal sent from the airport (it's signed in the airport charts and usually it's indicated by a green feather at the beginning of the runaway on Little Nav Map or similar)

If you have the ILS all setup in the MCDU, you can arm it at the last point before the runway, also known as a localizer.

Left click and middle scroll wheel. It's not very ergonomic
