What I think Rayleigh meant by “let the kids have their fun” is that Vegapunk was spoiling the world’s secrets without people finding out by themselves which kinda ruins all the fun. Evidence; Rayleigh was gonna tell Luffy where the One piece was back in Sabaody but Luffy refused as their journey wouldn’t be as fun if they knew where it was so I think Rayleigh kinda got inspired by that.

my theory is that rayleigh is evil because #1 has a scar on his right side (which means he isnt an ALLY to luffy), unlike luffy and some others with left side scar #2 Roger had an unknown sickness/disease that wouldve eventually killed him but he got impaled DOWN (rayleigh might be the reason why roger contracted this disease) #3 He is called the dark king (as u said) but for what reason is still a mystery (if anyone knows pls lemme know [it might not be because of his haki but something else] ) #4 Bro didnt even care to hide himself (he lived in Sabaody and no one even noticed?....The world government must've known) If u guys have ur own idea of whether he is evil or not just lemme know.
I really like the idea that rayleigh is connected somehow to the gods knights (even though I know like 5 other characters seem like they could also be connected) rayleigh could also be called the dark king cuz he was Roger's shadow but imo that's kind of a lame half truth to his name
