To survive and function in different environments, they would have to be confined within the suits. If their physiology is based on ammonia rather than carbon for example, they might boil at temperatures well below freezing for humans. If Kira had the element of surprise, she could just yank the helment off. Ideally holding her breath and protecting her eyes. @richhead1999

I subscribe to the belief that the "Breen" isn't a species, any more than "Federation" is. The Amoniri are the ones that require the extreme cold. The Fenrisal are the canids. And there are many more species, beneath the helmets that make all Breen equal. BTW Kira Nerys took down a Breen and wore their suit. She probably saw the person inside.
I heard a theory that they are human augments like Khan, and in order to prevent Star Fleet from finding out, they wear those suits. Would explain their organic ship tech considering their origins in genetic augmentation
Breen is said by a couple people to be a frozen world. But Weyoun, apparently with the backing of good dominion intelligence claims it's quite temperate.
There's a very interesting take on who the Breen are in one of the novels. In the book Starfleet infiltrates the Breen and they turn out to be a federation/union of their own! Only to combat racism, enforce equality and to keep the cohesion of the union high, they all wear the suits to hide their true appearance and voice. They are an amalgamation of different races who hide their identity in order to work in a cohesive manner. Ingenious idea tbh. They only take their armor off in their homes.
The twist could be the Breen are pretty much human like, but they wear these suits and helmets as the biggest trolls in the universe to mess with people.

Because perhaps when, for example, Kira Nerys subdued a Breen and stole its suit, parts or perhaps the whole of the individual Breen were destroyed once outside the suit - perhaps from contact with the air, or something similar. There’s also the theory that they’re a multi-species confederacy, and that there’s simply a cultural rule that when travelling in space or meeting outsiders, they must wear their suits. This might be so that nobody learns their true form. Or, we can speculate the liquid/gas theory again as a major part of that - perhaps they’re a hegemony, run by a liquid/gas species, who conquered all their other member species, and they forced everyone to wear the suits for… whatever reason. The suits might not all have the same internal design - they could be tailored to each species. But they’re the same on the outside, in order to make it easier to fool outsiders - could also explain their untranslatable language. I’m willing to venture an even more juicy headcanon - the lead species of the Breen, at least, actually evolved from at least TWO kinds of gaseous lifeform, who formed symbiotic bonds. And at least one of those lifeforms in each “individual” Breen can’t survive outside of their homeworld’s atmosphere - to venture beyond there could indeed cause them to dissipate, or combust, or something similar. The point is, the suits hold the two (or more) gaseous lifeforms together, and that’s why they need them.
Weyoun stated that their home planet is fact, rather temperate. Among the Breen, pregnancy at a young age was a common occurrence, according to "Elogium." The Breen have no blood. How the functions normally carried out by some sort of blood in other species are carried out in Breen physiology was revealed. Although the Breen diet is unknown, Lieutenant Commander Worf and Ezri Dax were given algae paste when they were prisoners. Perhaps a hint?
