The power elite often likes to draw parallels between the USA and the Roman Republic. A major difference is that if one of the power elite in the Roman Republic lead the nation into some foreign military intrigue, they would pay for the entire campaign and lead it themselves, while scores of these same power elite would be personally involved in the fighting or at least be on the battlefield. If Bush had done what he caused in Iraq and Afghanistan in Rome, He would have been personally ruined instead of being invited to give 200k dinner talks to the fools who profited from his shenanigans. He also would have been disgraced and banished. Even the plebs in Rome were too in touch with a natural sense of justice to put up with the abuse that the American public eats on a routine basis.

The peace and security of Afghanistan did matter to the Soviet Union. Their intervention was not a land grab but rather to help a fledgling socialist party in Afghanistan. This was the party that inspired extremist opposition because they were the first generation Afghan government that allowed women to study and work. Contrary to popular belief, the Socialist party had popular support. When the Soviets withdrew, it was not a farce at Kabul, it was a parade. And the government lasted years, until after the USSR fell.
The USA supported the Mujahedin late in their war against the Soviets who invaded Afghanistan to prop up the Afghani communist puppet government. The Taliban arose from the displaced children of Afghans who fled to Pakistan during the Soviet invasion. They were housed in refugee camps the only escape from which was to enter one of the Saudi supported Wahhabi madrassas, were they were brainwashed and radicalized. Over the course of the Soviet occupation all of their means of aggression were overcome and defeated by the Mujahedin with the exception of the heavily armored helicopter gunships which were able to follow them into the mountains and attack isolated villages swiftly and without warning. When this final soviet advantage was overcome and the war became too expensive because of the US stinger missiles that were given to the Mujahedin, the Soviets pulled out. Over the next two years the Mujahedin themselves destroyed the abandoned Afghani communist government. The Mujahedin then fractured into different warlord gangs and fought among themselves. The Taliban (a word that means students) then returned and defeated the disunited warring factions and took over and instituted harsh sharia regulations on society.
