If the backup restore isn't working it's because the new watch has an older version of software to the backup. Setup the new watch as a new watch, update the software and then unpair it again. Delete the backup of the "new watch" and then restore the old watch backup as your software version should match.

@@svartling My watch has a separate phone number - not sure how it works but believe it allows the watch to work without the phone. You don't actually use the number but calls roll over to watch when the phone is out of range - -

They can but then they need to be able to log in to your Apple account. So probably not. The chance for that is kinda small

Isn’t that just an esim based on your phone number? You have to order a new esim to your new watch. It’s free from your carrier
Every time is pairs it asks for my old Apple ID and I have no clue what that is
The Apple ID is the same that you log in to the App Store and iCloud on your iPhone.
