Yes, you do need to pay for chat messages and voice chat, because there's been an ongoing bot problem with bots spamming horrible things into the mic and chat. The bot problem is now finally fixed (hopefully), so I think we should get free communication back. Additionally, the barrier of entry isn't really that high, you need to purchase just one thing from the store, and that can be anything. Doesn't matter the price or how much, you bought something, you can speak.
For example, I bought a Prinny Machete (and a pirate hat that I liked) for a total of RM8.60 (where 1 USD = 4.5 RM), and thus I gained the ability to speak in the game.
He's joined the masses who are now waiting for the final comic to end it all. I heard from a friend that it isn't going to be that much longer and there will be a new comic soon.
